Just from today's headlines, I don't think Obama has "changed the global dynamic". Maybe Obama would deserve the Nobel Peace Prize at some point down the road, but not now.
The website for the Nobel Peace Prize states, in part:
"The Committee bases its assessment on nominations that must be postmarked no later than 1 February each year. Nominations postmarked and received after this date are included in the following year's discussions."(emphasis mine) (source: nobelprize.org/nomination/peace/process.html)
In other words, Obama was nominated for the Prize after he had been in office for just under a month. As Poland's Lech Walesa said upon hearing about Obama receiving the Noel Peace Prize:
