Video of the day -- tic-tac
Based on the statement "the object plunged into the ocean" (which I admittedly haven't seen in any other description of the incident), and the known ways in which eyewitness testimony tends to deviate from actual events, this sounds like a meteor to me, likely combined with some kind of instrument malfunction. Other possibilities that have been suggested include various unusual atmospheric conditions, or a secret test of an electronic warfare system. This video is solidly in woo-woo territory, but the music and visuals are cool. For a serious assessment of the incident, see here.
