I think it started back with Reagan and his 'trickle down' which was nothing more than 'piss on'.
A lot of our problems started with Reagan. Deregulation certainly makes this kind of thing worse.

It is a society of middle-men who neither produce nor, for the most part use, the stuff they traffic in.
Their key talents relate to their ability to spot money flows and to insinuate themselves between the parties and place themselves within those flows. They tend to be accepted at first because they facilitate that flow and/or provide perceived value (often in the form of kickbacks) to the people on either side. As the system and dependency, often a matter of habituation, develops they start to add impeding or delaying flow to their options as they work to stop or ruin communications and relationships that do not go exclusively through them.
The thing you hear time and again is that the original supplier/user relationship was fine but not perfect. Then this guy stepped in and made it better. But after a bit they couldn't even talk to the people they worked so closely with before. Seldom do the people on both ends notice it is the middleman who is poisoning the previously good relationship.
It is all about money, power, control and how to gain more from a position of relative weakness by creative use of whispers, insinuation, and posturing.
This is very much how the Trump organization works.

Anon: It's remarkably like parasitism. I don't know how it can be stamped out since the normal market forces don't seem to be getting the job done -- too many decision-makers getting their own "cut" as part of the process.

The middle-man model tends to end up with everyone working an angle to the point of near-comprehensive graft. There is a good reason this sort of thing works in the US, and some of Europe, but doesn't go over so well in China and Eastern Europe: They have had generations of graft and learned to fight it. At least to the point of knocking the harder edges off.
Trump has had experience with this. He insinuated himself into a development deal with the Chinese and they simply walked away. After a few months they recreated the same deal and went through with it, without Trump. It cost them millions in the short term but saved them many times that long term.
