It's clearly a reference to imitating or pretending to be a woman, not just using make-up per se. Gender non-conforming behavior doesn't, or shouldn't, mean a person is actually claiming to be the opposite sex, but some men do use it for that purpose, and that's what the cartoon is referring to.

Also, never assume I agree with every detail of everything I link to. The cartoon simply made a valid point about different reactions to what's essentially the same kind of burlesque.
