Barbarism

In fairness, it must be said that this is not typical or common Muslim behavior, but it does remind us of what is always seething just under the surface in extremely sexually-repressed societies. When pressure builds and builds, the resulting explosions can be nasty. It can at least be said that Islam as a religion does not deem this kind of sexual rampaging to be acceptable (at least against "respectable" Muslim women -- unveiled infidels are another matter, in some views). It is striking that while some passers-by tried to help the victims, the police apparently did not.

There are, of course, other ways of letting off steam, which are all too typical and common these days -- especially when non-Muslim targets are available.
